Which coast of Mexico is better for an all-inclusive?

The Caribbean coast has the postcard water and the deepest resort selection; the Pacific has bigger scenery, calmer crowds, and no seaweed season. If swimmable turquoise water is the priority, go Caribbean; if you're flying from the West Coast or want a moodier, dramatic setting, the Pacific wins.

When is the best time to visit Mexico?

The sweet spot is December–April. The rainy season runs June–October, heaviest September–October on the Caribbean side. The Yucatán Caribbean coast sits in the hurricane belt (June–November, peaking September–October). Pacific-coast resorts (Los Cabos, Puerto Vallarta) follow the Pacific season instead.
