Cancún's family argument is the transfer: the Hotel Zone is twenty minutes from the airport, which matters more with small children than any brochure page, and Costa Mujeres just to the north adds newer, quieter family builds on calmer water. The Hotel Zone's towers carry the flagship family resorts with water parks and kids' clubs, and the lagoon side gives calm water where the Caribbean side has surf. Cancún for the shortest transfer and the flagship Hotel Zone resorts; the Riviera Maya for calmer reef-protected swimming, low-rise resorts with more space, and cenotes a short drive away. Costa Mujeres splits the difference: Cancún's airport run with the Riviera's calm water.

Is the sea calm enough for children in Cancún?

It depends on the stretch. The Hotel Zone's north-facing beaches near Punta Cancún are calm; the long east-facing stretch catches surf and red flags on windy days. Costa Mujeres is reliably calm. Every big family resort has a pool complex sized for the days the sea is not.
