The Blue Water Hotel and Spa is an optional all-inclusive Sri Lanka beachfront resort, not a default all-inclusive-only property.
The all-inclusive plan is useful, but excludes room service, spa, à la carte promotions, foreign liquor and some minibar items.
The best fit is travelers who want architecture, pool time and a quiet Wadduwa coastal base.
